This family is an exact match to the Edward>Cornelius Maddox line of Charles Co., MD, also on this website. 

Possibly Richard was adopted by a Williams family.  More likely, back when surnames were being selected in Wales, one branch of the family selected Williams and the other selected Maddox.   

There are two others in the Williams DNA project who are an exact match to Cornelius:  Richard A. Williams kit #36469, and Thomas S. Williams kit #28857.  Thomas S. lives in Llanelli, Carmarthenshire, Wales, and has traced his family back to c. 1769 in the same community.
